Setting up a corp-to-corp company and its Personnel Members

Last updated: October 19, 2026

Applies to: Staffing Partners who place people through a corp-to-corp (C2C) company. If you are placing a W-2 employee or an individual independent contractor, this does not apply; see Job classifications and corp-to-corp: choosing how a worker is engaged.

Summary: On a corp-to-corp engagement the company is your contractor. You create the company once as a contractor marked Corp-to-Corp, add the people who do the work as its Personnel Members, and choose the right person on each assignment. We contract with and pay the company. Its Personnel Members log in only to verify their identity, finish a short onboarding and enter their time.

How corp-to-corp works on Ascen

  • The company is the contractor. It is the party we contract with and pay, and it completes its own onboarding as a business.

  • Personnel Members are the people the company supplies. Each one has their own login. They are not paid by Ascen and do not complete our payroll, tax, banking, benefits or Form I-9 steps.

  • Every assignment under the company names one Personnel Member, so timesheets, expenses and approvals show who actually did the work.

Corp-to-corp is only available on independent contractor jobs.

How to set it up

  1. Create the company as a contractor. On the new contractor form, with an independent contractor job, choose a company as the Entity Type, enter the company's legal name as the Entity Name, and tick Corp-to-Corp (paid entity, work performed by its Personnel Members). You can only set this when you create the contractor, so tick it at the start.

  2. Add the people. Open the company's contractor page and go to the Personnel tab, or choose Personnel Members in the menu, then click Add Personnel Member. Enter their name, email and title, and whether the company engages them as an employee or as an independent contractor.

  3. Create the assignment for the company. On the assignment form, choose the Personnel Member who will do the work, or add a new one from there. You can also search for the person by name and the company is filled in for you.

  4. Submit and get the assignment approved. An assignment for a corp-to-corp company cannot be approved without an active Personnel Member on it. Once it is approved, the person receives an email invitation to set a password and start their onboarding.

What the company and its people each complete

  • The company completes its onboarding as a business, including business verification (KYB) and a W-9 (or a W-8 if it is outside the US), and signs the corp-to-corp agreement. We cannot pay the company until this is done; see Corp-to-corp: we can't pay the entity until its onboarding is complete.

  • Each Personnel Member enters their personal details, verifies their identity, and completes any documents, forms or safety training their assignment requires.

  • Screenings are ordered for the company you contract through, not for its Personnel Members. The assignment form's screening step shows this.

Good to know

  • The person on an assignment cannot be changed after approval. If someone else is taking over the work, create a new assignment for them.

  • Making a Personnel Member inactive ends their active assignments. Do this when the person stops working through the company.

  • You cannot delete a Personnel Member who has an active assignment, timesheets or expenses. Make them inactive instead.

  • Timesheet emails go to the Personnel Member who entered the time.

  • Bulk timesheet uploads can name the Personnel Member by their email address or name. The upload preview shows the Personnel Member next to the company.

  • Existing corp-to-corp setups were moved to this structure. If one of the company's people can no longer sign in with the email address they used before, contact us and we will tell them which address to use.
